Rudelsdorf is the Imperial Army's Deputy Chief of Staff for Operations and a Brigadier General. He and Zettour have always been good friends, and I think they complement each other's shortcomings. The way he stands tall at the General Staff Headquarters with a thick cigar in his mouth is the very image of a general. His well-groomed moustache and eyebrows give him a dignified presence like Takeda Shingen, and he exudes the air of a leader.

She was the first to advocate for the benefits of the Rapid Response Mage Battalion and supported Zettour's proposal. If Zettour had not chosen Tanya, Rudelsdorf would likely have used her as his trusted adviser. From these observations, we can see that she is a logical person.

As deputy chief of staff for operations, he is Rerugen's direct superior. It seems that it's Rudelsdorf who mostly gives Rerugen instructions, such as handing over Tanya's thesis, and they don't seem to visit Zettour very often. Perhaps a conflict like this will break out in the future, with Tanya relying on Zettour and Rerugen relying on Rudelsdorf.
