He is the head of the CCG and a half-human from a branch of the Washuu clan. Washuu was "mass-producing" half-humans at an institution called Hakubitei. His motives are unknown, but despite being a half-human with a short lifespan, he underwent a half-ghoul transformation operation by Kanou, and through some strategy, he became the head of the CCG. He then had Kaneki eat himself and an Oggai, creating Nagaraja.
