Arima Kishou is one of the special investigators belonging to the CCG (Counter Ghoul Bureau). Born on February 20th, he is a Sagittarius, his blood type is unknown, he is 180cm tall and weighs 82kg. He is said to be the strongest in the CCG due to his high fighting ability, and is feared as the "CCG's Grim Reaper" with many anecdotes. He was already an elite investigator even as a boy.

Arima was discovered by CCG chairman Washuu Tsuneyoshi and joined the CCG, and was already on duty by the time he was a high school student. He was called a genius even as a rookie, and at the age of 16, he was appointed as a third-class investigator and defeated Shikata Renji's sister. At the age of 17, he defeated the hairdresser ghoul and Lantern, and seriously injured Yamori.

In the Owl subjugation battle in volume 14, Arima was tasked with waiting in underground V-14 and annihilating all the escaped ghouls. However, there are some suspicious points about him. The appearance of the One-Eyed Owl shocked all the investigators, but where on earth did the Owl come from to rescue the fake Owl? The town was surrounded by a large number of investigators, and if he flew above ground, he would be discovered immediately. That left the underground route. V-14, where Arima was waiting.

Arima was on a solo mission, and the members of Squad 0 were scattered to their own units, so there was only one person in V-14. (If the two were in cahoots, it would make sense that the One-Eyed Owl would have slipped past the investigators' eyes and rushed to the scene quickly.) Arima and the One-Eyed Owl faced off, and the battle was fierce, but he overlooked Owl's goal of rescuing the fake Owl, and in effect failed to defeat them. Later, Owl calls Arima "that guy," which suggests that they are somewhat close. By the way, the title of this battle is Engi.

The Owl that Arima fought last time was a fake, and there is no record of a battle with the One-Eyed Owl. And Arima is in charge of the investigation of the 24th Ward, where the Owl is said to be from. Furthermore, Arima somehow knew Kaneki's name. Who did he hear this from? The only outsiders and ghouls who knew Kaneki's true identity were the upper echelons of Aogiri Tree, and the CCG did not have the information. (CCG determined that Kaneki Ken = eyepatch at the end of the story) The truth is that Arima is the One-Eyed King.

The Truth of V-14

With only a short time left of life, Arima searches for a ghoul who can defeat him, and seeing potential in Kaneki, he trains him with his own hands. Meanwhile, Eto calls Kano to create a new half-ghoul, and then sets his sights on his real father, who is a kagakure, and joins the battle to wipe out the Owls. The sudden appearance of Aogiri Tree and the destruction of the 4th Division, which includes Amon and Takizawa, was due to Arima leaking information to his subordinates beforehand.
