Police
In a sense, it's a police-like organization. In a world overrun by Extends, the Reconstruction Agency uses similar body augmentation technology to maintain public order. Like the police, the Reconstruction Agency is divided into many departments, but the one that comes into contact with Juzo Inui and his friends most is the Reconstruction Agency's Expansionist Countermeasures Bureau, commonly known as EMS. They silently sneak up behind the Expansions and capture them.

Olivier van de Belme
First up is Olivier van de Belme, director of the Reconstruction Agency's Expansionist Countermeasures Bureau (EMS). She's a beautiful woman with a lovely figure who occasionally tries to tease Juzo Inui. However, she is a strong woman who stands up to the Expanders with conviction. Olivier van de Belle, who acts with a strong belief in her own justice, is truly a career woman! How cool! When she's torn between her superiors and her subordinates, she calms down by smelling surströmming. She must be pretty stressed out (lol).
Kronen von Wolf
Olivier van de Belle's biggest worry. Kronen von Wolf is his direct subordinate. He hates Augments and will forcibly restrain them, even ignoring orders from his superiors. His passion is so strong that even a slight mistake could have turned him into a Spitzbergen. His fighting style is needle-based restraint techniques. He throws needles into the Augments' nervous system, immobilizing them. His accuracy is high, making him a reliable ally. By the way, he'll get extremely angry if his beloved classic car is damaged, so be careful (lol).
Avi Cobo
Avi Cobo of the Public Security Division 3 has a bob haircut parted in the middle and a mean-looking face. He has a body-enhancing technology called the Roanchini Organ embedded in his skin, allowing him to read his opponents' movements. During his battle with Juzo Inui, he easily dodged his attacks while holding Mary Steinberg hostage. As the director of EMS, he used his power for personal gain, but in the end, everything was revealed.
Violet Valentine
There's a detention center for dangerous Augments called "Wundervender." The director of this facility, a female servant from the Reconstruction Agency named Violet Valentine, is quite the villain. He is a contemporary of Olivier van de Börme, blind but wears fake glasses. He uses his position to collect illegal Augments and even provides them with a room. He appears later, but he's a devilish character.
Execution Squad
These are the members of the Execution Squad, led by Kronen von Wolf. They all wear the same uniform and have EMS written on their backs. They are also Augments, and survive even though their arms and heads have been sewn together. However, they bleed when their bodies are cut up, so they are not full-body Augments. Even when only the head remains, they continue to speak, and when they are near death, their faces flash. It's unclear what kind of augmentation technology they're using, but they each act on their own accord.
The Story Behind the Reconstruction Agency
Beruehren Corporation
Beruehren Corporation and the Reconstruction Agency are actually at odds with each other. However, the Reconstruction Agency uses a restraining device called a "corset" that can disable the functions of augmented beings. It was Veruehren Corporation that developed this corset. The Reconstruction Agency is unable to manufacture corsets, so they have no choice but to ask Veruehren Corporation for help. In return, they must regularly provide prisoners. Without the corsets, it's impossible to restrain Augmented prisoners. Olivier van de Börme expresses his frustration at this complicated relationship.
