"A Certain Scientific Railgun" is a manga that has been serialized in Dengeki Comic Daioh since 2007 as a spin-off of "A Certain Magical Index". Its official name is "A Certain Magical Index Gaiden, A Certain Scientific Railgun". The first season of the anime was broadcast in 2009, and the second season, "A Certain Scientific Railgun S", was broadcast in 2013. Both seasons are two cours. A city with a total population of 2.3 million, 80% of which are students, known as "Academy City." The students in the city have a curriculum in which they learn to develop psychic powers, and are primarily divided by level. Levels range from Level 0 (powerless) to Level 5 (psychic), and students are constantly studying every day to reach higher levels. A Certain Scientific Railgun is a story that centers around Misaka Mikoto, a railgun who is one of only seven Level 5s in Academy City, as she takes on various incidents related to the city's darkness.

A first-year student at Sakagawa Junior High School, she is best friends with Saten. She is a member of the Judgment Committee, which is responsible for maintaining peace, and is mainly in charge of information processing and operator work within the branch rather than going out on the road. Her PC skills are at an incredible level, and she can hack into any security, which is why people like Misaka rely on her quite a bit. Of course, the security created by Uiharu is so strong that it is said to be impossible to get through, and she has been called the Goalkeeper on the internet and is treated as an urban legend. However, her ability is only at level 1, and is called "Thermal Hand." It's only at the level of being able to keep something warm.

While the organization known as the security guards (anti-skills) is a unit that uses force to suppress large incidents, the Disciplinary Committee takes on smaller incidents, and their goal is to sort out and guide the situation, and even capture the perpetrator, rather than suppressing it. As the Disciplinary Committee, they are mainly responsible for incidents within the school, so they do not normally do much outside. There are fairly strict conditions for joining, and about four months of training is required.

Uiharu's computer skills are impressive, but frankly speaking, her psychic powers and physical abilities are below average. To get into Judgment, she has to go through a fairly rigorous examination and physical ability also comes into play, but despite her limitations she works incredibly hard and successfully joins Judgment. Although not as much as Shirai, she seems to have a strong admiration for young ladies and the like, and has a tendency to be a bit delusional. She is confident that she is a commoner, so she seems to have a strong admiration for such things. I think it was an ad-lib in the anime, but apparently she is from Nishikasai.
