"A Certain Scientific Railgun" is a manga that has been serialized in Dengeki Comic Daioh since 2007 as a spin-off of "A Certain Magical Index". Its official name is "A Certain Magical Index Gaiden, A Certain Scientific Railgun". The first season of the anime aired in 2009, and the second season, "A Certain Scientific Railgun S", aired in 2013. Both seasons are two cours long.

"The story of a certain town, of certain girls"
"Academy City" is a town with a total population of 2.3 million, 80% of which are students. The students in the city have a curriculum in which they learn to develop psychic powers, and are primarily divided by level. Levels range from Level 0 (powerless) to Level 5 (psychic), and students are constantly studying every day to reach higher levels. A Certain Scientific Railgun is a story that centers around Misaka Mikoto, a railgun who is one of only seven Level 5s in Academy City, as she takes on various incidents related to the city's darkness.

First of all, the ranking is not just based on strength, but on various other factors, and it is purely subjective, so please understand (lol). By the way, characters that only appear in Index are excluded, and only characters that have appeared in Railgun are included. Are there any villains among them? 10th place: Kaitabi Hatsuya (CV: Nojima Kenji)

The culprit behind the Graviton Incident, one of the Level Upper incidents. He has a timid personality and is bullied and blackmailed both at school and outside, and he holds a grudge against the fact that he is being treated this way because Judgment is late in arriving. He then uses the Level Upper to successfully raise his own ability, "Synchrotron," to around Level 4, causing multiple explosions aimed at Judgment, injuring several Judgments. In the end, he targets Uiharu, but is tragically taken down by Kamijo and Misaka, who happen to be there. He's a typical small-time villain. Well, if you look at the bigger picture, he is probably one of the victims as well.

A Skill Out who is involved with Level Upper, who sells Level Uppers at high prices, raising the price higher than promised and forcing people to pay. When Saten tried to stop him, he threatened her with violent pressure using his physical strength, and by using a Level Upper, his own ability, "polarization ability (trick art)", was strengthened, making Kuroko struggle even more. He was quite the villain, and would attack anyone, even a woman or a child. Although he was defeated by Kuroko in the end, users of Level Upper are dangerous.
8th place: Absolute uniform speed (Equal Speed) CV: Takahashi Kenji

A bank robber who appeared in Kuroko's flashback, he has the ability "Equal Speed", which means that anything he throws will fly at the same speed and never stop until it disappears or is released. Kuroko, who happened to be there, confronts him as Judgment, but as he was still in elementary school and was immature, he is counterattacked. He kicks Kuroko in the face and stomps on him with enough force to break his leg, showing his brutality. In the end, with the help of Misaka, who happened to be nearby, Kuroko captures him.

He's the developer of Level Upper, but is he a villain? I understand how she feels, because if you look at her flashbacks she seems like a pretty good person, and she was desperate to protect what she wanted to protect. But she created something dangerous called the Level Upper, which took advantage of the weak parts of many people's minds and put them into a coma, and it's an indisputable fact that she made sacrifices for her goals; the Level Upper she created also created the AIM Burst, which resulted in many casualties. So, she is both a victim and a perpetrator. Anyway, as the culprit of the Level Upper incident, she's been declared a villain for now.
6th place: Aritomi Haruki (CV: Majima Junji)

The final boss of the Revolution Pre-dawn Arc and the mastermind of the revolution. In Academy City, where ability is everything and no matter how intelligent someone is, they are rarely recognized as more intelligent than those with abilities, he was trying to prove that knowledge surpasses ability. To achieve this, he created Febri and Journey, beings that can remotely control an AIM diffusion field called a chemicaloid, and used them to operate a much more powerful powered suit of armor and nearly brought about a revolution in the city, but due to the efforts of Tokiwadai led by Misaka and the Judgment Alliance, as well as the rage of the item they were trying to use, it all ended in failure. Considering he was the final boss of the final episode, he ended up being quite a small fry.
5th place: Telestina Kihara Lifeline, CV: Ohara Sayaka

On the surface, she is a member of Anti-Skill, but she is the final boss of the first season of Railgun and an original character in the anime, Telestina. He is a mad scientist who conducts cruel human experiments using children who were students of Kiyama Haruo, and sees humans as nothing more than guinea pigs. He uses a machine called "Capacity Down" that prevents Misaka and the other supernatural powers users from using their powers, pushing them into a corner, but it has no effect on Saten, who has no supernatural powers, and she is destroyed by Misaka's giant railgun in a serious rage. He makes a brief appearance in the second season, but his personality and mouth are still as bad as ever, and I thought he hadn't reformed, but he answers Misaka's questions a lot, so I think he may have improved a little.
4th place: Baba Yoshio

He hasn't appeared in the anime yet, but I really wanted to include him. He is a high school student who is a member of a dark organization. Although he has no abilities, he has a high level of knowledge and leadership. Although he appears to be a good young man on the surface, he is a cruel and ruthless villain behind the scenes. He tried to capture Misaka during the Daihasei Festival, but failed because Misaka happened to be replaced by her younger sister, and the younger sister was also captured by Shokuho, so he approached Konno Mitsuko and tried to find out where Misaka Imouto was. Konno naturally becomes suspicious and won't tell him, so he uses Misaka Imouto's cat as a shield to prevent her from doing anything, and he beats her up mercilessly, yelling abuse at her. In the end, he was not defeated directly by Wannai and the others, who were angry about this, and Misaka, but he was so scared that he foamed at the mouth and fainted from the considerable pressure, and he was purged, so I'm really glad that he was purged.

This is Mugino, the leader of the dark organization Item and the third-ranked level 5 "Melt Downer". He's obviously a villain, but I guess it's still work if you want to call it that (lol), but he is Misaka's enemy after all. He was made to suffer a lot, and his villainous face and lines were great, so he got third place.
Second place: Gensei Kihara (CV: Heihei Takaoka)

Even among the many mad scientists in Academy City, Kihara Gensei is perhaps the most mad. He is willing to make any sacrifice for the sake of results, and is a natural at carrying out human experiments. He is involved in so many different research projects that it seems he is behind most incidents, and both the Level Upper and the Sisters were originally proposed by Kihara Gensei. He was said to have disappeared during the Daihasei Festival arc, but he was working behind the scenes, taking control of the Misaka Network and Exterior, and trying to make Mikoto Level 6. Despite being an old man, he is a Level Upper and a user of multiple skills, making him a bit out of hand.

This is just based on the sisters arc in Railgun! (lol) I understand, I see how he changed his ways afterwards, but I think he was the absolute strongest and worst villain up until the Sisters arc, so in terms of Railgun, I'll put him in first place, including the sense of despair he gave us!
