While he's a villain, he doesn't hate All Might or despise superhuman society like Shigaraki Tomura. He's incredibly obsessed with what a hero should be. First, let me briefly explain Stain's idea of a hero.

1. They don't help others for personal gain (wealth, fame, status, etc.).

2. They always use their power for others, not for themselves.

3. They possess the highest individual combat abilities.

These are the three points. In the world of My Hero Academia, being a hero has become a profession. Helping people, getting paid, gaining fame, and receiving more work. This is a well-established ideal. Stain is working to change this way of being a hero, its way of thinking, and the world that accepts it.
