This is Yusa Koji, who voices Commander Dragunov. The guy inside is actually handsome! He's a veteran voice actor who does voiceovers for anime and foreign movies. Commander Dragunov's voice is mellow and nice. By the way, there are many characters who don't open their eyes much, either by closing their eyes or wearing an eyepatch.
